They "can" work over a telnet connection; but slowly.  In the worst case
they will emulate a serial line transfer over the telnet session; but
most have some "alternative" method when they are running on a network.
What is probably the case above is that firewalls/filters have been
setup to allow telnet, but *not* the port the file transfer protocol is
running on, so it fails to connect.
