If the creator of the file (job stream) is the same as the job stream
logon, the passexempt=max will permit anybody with appropriate access (read
or execute) to the job stream to stream the job without being prompted for
passwords.

You may want to check the file creators of these jobs to explain the
differences in their behaviour.
