Try running the compile as MANAGER.SYS (if you have access) and
see if that works.  If it does, it indicates a permissions problem
on some of the Java files.  If that fails, there is either a
CLASSPATH problem (although I don't see any problem with yours)
or something has clobbered the classes.zip file.

Also, you'll need to include the '.java' extension on the
name of the source file to compile, but I don't believe that
omission has any bearing on this particular problem.

Later versions of Java (JDK 1.2.2 is the latest) do a much
better job of getting permissions set up right on the install,
if you want to pull the latest version it is available at
  http://jazz.external.hp.com/src/java

(It isn't clear which version you're currently running, but it
 is one of either 1.1.5 or 1.1.7 based on the variable settings
 shown in your posting).
