I would like further clarification of the problem you are reporting so
that we can better characterize it (eg: as a Stage/iX problrm, a
Patch/iX problem, or something else).

Stage/iX plays no part in (re)-linking or (re)-building any of the
patched files (libraries or otherwise) when installing a patch. Since
you are saying there is an error when "it tries to add the segment
'dbgegin' in the copy of XL.PUB.SYS..." that would tend to implicate
Patch/iX (as Patch/iX actually invokes the linkeditor to do this
operation).

Basically, Stage/iX takes the final product of applying a set of
patches (which is possibly several patched files) and stages that into
a staging area on disk. Stage/iX is responsible for correctly managing
those staging areas and their contents.

I suspect that this is either a Patch/iX bug, or (more likely) a
problem with the way that the Express 2 PowerPatch tape was
built/tested. What does it take to duplicate the problem? Can it be
worked around by 'veto'ing a specific patch? Does it only occur with a
specific version of the PowerPatch tape? Etc?

Again, I don't think this bug (based solely on the problem
description) has anything at all to do with Stage/iX.
