We have experienced the same problem, but it has had a different affect on us.
 It had the greatest affect on our usage of the POSIX shell.  Because Ldev 1
remained mostly free, the rest of the drives had to take up the slack, as a result
they were mostly full.  The POSIX shell had to have minimum 2000+ sectors of
contiguous free space on all members of the system volume set, or else the
shell would encounter TRAPS 68 error, or some thing like it.  So we were
constantly bombing in the POSIX shell because there wasn't enough
contiguous free space, even though ldev 1 had plenty.
 
To fix it, we had to drop our transient allocations down below our permanent
space allocations by a percentage we came up with, so that we always had
the necessary chunk of contiguous free space.  <Thanks to Jeff Kell>
 
I would like to encourage those who are making the patch to make it available
in 5.5!
