As far as ANSI and ISO are concerned, the language is COBOL.  I
have never seen it capitalized any other way in any standards
document, and I have heard no sentiment on J4 (the committee
that interprets and revises the language standard) to change
this.

It's a different story with the other major language, however.
Both FORTRAN 77 and FORTRAN 66 used only capital letters in the
official name of the language, but Fortran 90 did not continue that
tradition.
