I think you got to configure it when you're at the console with control-b to allow LDEV 21 to accept remote input.
Either for modem or network, not sure.
Been so long.
But these days we just have a PC as the console with a terminal emulator (Minisoft, Reflection, or QCTerm) with two NICs and just remote into the PC and open a window from there and do our remote reboots.
