I had never seen this happen without setting it
until..... I began migrating us to 7.0 on our new
A400. I found a few groups that had files and cpu
limits set to 0 even though we never asked for this
limitation.

The directory was migrated in pieces via buldacct
and it could have been something gone awry using that
process....sure was confusing me until I noticed it...
