I did the same, got the same results. I then tried a few
other languages (korean, danish) ... they worked fine. chinese-s
also failed for me.
./loctest
Locale is : /:C;:C;:C;:C;:C;:C;/
export LANG=chinese-t

Note: logged on as MANAGER.SYS and ran LANGINST ... which showed
that danish and chinese-t were "currently configured", and
korean and chinese-s weren't. I.e., no obvious correlation
between the LANGINST configured languages and the success/failures
of the two chinese ones.
I tried the test on HP-UX 10.20, and got:
