I'm not sure if you can simply RESTORE them ... HP switched to a new
mechanism for doing FOS updates as of release 40 or so ... just before
dropping MPE V support :)

The tapes should have come with an install manual:

"HP 3000 Software Update Manual
 for MPE V Releases Using Turbo Update
  Beginning with Release 40"

Basically, the tape contains at least 9 or so files that you can RESTORE,
which go into HPTUINST.SYS group.  One of those files is the TUINSTAL program,
which you then run.
