Since no one has responded, I will through in a couple thoughts.
 
You can ping the box, but what does a TRACERT (trace route) show from each of the two boxes that your are trying to FTP from?
 
Are you going through any switches/firewalls?
 
Does your client support PASSIVE FTP?   I would certainly try that.   I use FIREFTP, which is an extension in Firefox.
 
I am sure Jeff or donna will have more to offer.

I am attempting to FTP a 1 KB file from a Windows server (running 2008 R2 64-bit) to our HP3000.  We FTP from other (2003) Windows servers with no problems.  The 2008 server opens the FTP connection readily enough but then, when I enter the PUT command, it just ... sort ... of ... slows ... to ... a ... halt.  I am unable to see what it's doing of course, but PINGing from the same Windows machine shows times under 100 ms.
 
I have left the FTP process running for over an hour and it still hasn't completed.  When it first starts in gves the "200 PORT command ok" and then pauses for an l-o-n-g time before it gives the "150 File:" message.
 
I am doing this manually now, but eventually the process will be automated in a command file.  And this does not bode well.
 
Any ideas on why?
