No solution, but I do have the very same problem.  Currently using
Security/3000 to bump off inactive users in order to spread the 20 sessions
to as many people as possible.  As far as I know, the only thing I can do at
this point if it becomes a real problem is buy a bigger box, since the 927
won't allow more than the 20.
