The reason for PP4 in the first place was based on customer feedback
that they couldn't wait until 6.0 to get a Year 2000-ready OS.  We
did consider combining Express 3 with Express 4 and other options.
Express 3 slipped some and Express 4 was actually ahead of schedule.
resulting in the two releases being closer together than originally
anticipated.
