Check to see that the /bin directory exists and that it has files in it.
This directory contains links for all of the Posix commands, pointing them
to the /SYS/HPBIN directory where the actual programs exist.  I've often
seen MPE-centric reloads done that ignore the root level Posix directories
(or worse, backups that don't backup those directories) resulting in the
very problem you are seeing.
