Since each card will presumably have some kind of link-back that could
identify the user (if not, fraud could be rampant), I'd insist
on having the source code for the ATM and the eventual vote-counting/storing
computer be publically available for inspection for: personal security,
and fraud.  (And we'll leave unanswered, for now, how to ensure that the
publically inspected code is the code that's actually running :)
