It was interesting checking the RPMCREATE intrinsic.
Many things can halt a successful logon/rpm-session creation.
But return the same error message (Network Error).

I believe there is an NSSTATUS check which requires the
NSSTATL service.
RPMCREATE to the same host requires the RPML service.
RPMCREATE to another host, the target host needs the RPM service,
   (and the NSSTAT service).

So you can halt RPM session creates just be stopping one
of those NS services.

hmmm, RPM to the same host may also require the LOOPBACK service.

With this, I suspect that DSCOPY to the same host requires NFTL,
and to another host, that host needs to have NFT running.
Similar suspecions with RFAL and RFA, PTOPL and PTOP.

I haven't grasped the idea/concept of VTERM and what the VTR/VTRL.
I think the VT/VTL services are for      dsline-sessions.
