It isn't always clear why proxy server software eliminates access.

The Electronic Freedom Foundation Web site at http://www.eff.org/ was blocked by our proxy server until I raised the issue.

The Electronic Freedom Foundation was created to preserve Free Expression, Privacy, free speech & open access in new media.

Great, now I'll be wondering all day about what in the Constitution could have
triggered a nudity alert. Maybe some connotation to "search and seizure" of
which I am unaware?
