The beta version of Apache 1.3.9 was removed from our Jazz web server because the beta test period has concluded.  We are presently formulating release and support plans for Apache 1.3.9 (and beyond) on MPE.
I expect that we will be able to let you know about these in January.  I'm sorry about any confusion that may exist.
