    Enhancement: Implement RFC 2873 to prevent IP precedence change causing RESET

The HP-e3k TCP/IP transport has been enhanced to support the
work-in-progress "proposed" RFC 2873 which recommends ignoring IP
precedence changes in the TCP/IP of the end host systems.

This enhancement SR 8606286850 is available for testing on 7.0 and 7.5.
