The Empire Game on my machine has been upgraded
(from the Author no-less).  Assume he has incorporated
the following enhancements.  (At least this is what
he WANTED to do, it's been 10 years since he's worked
on it.  No, he's not going to put back nukes and
chemical warfare.)

ANNOUNCE    Text taken from numbered EDITOR files includes the
            line numbers in the announcement.

CHANGE      New nation name should be entered in news.

            When changing password, the new password should be
            entered a second time for confirmation.

DESIGNATE   Does not have good termination method when criteria
            is used.

            Attempt to designate capitol as well as some other
            errors terminate a criteria designate.

EMPIRE      Change CONTROL_Y_TRAP to CONTROL_Y_FLAG to prevent
            blow up on control Y traps.

FLY         When VIA prompt appears it should also have a
            default airport sector.

            The ? option does not work for target island.

GENESIS     Add LOG file creation logic.

            Add HISTORY file creation logic.

ISLAND      INDEX should set values into ISLAND_TABLE.
            (I don't remember what this means)

MAIL        The mail file looses much of its data when the free
            list is exhausted.

MAP         Allow for REGION=X1,Y1,X2,Y2

MATERIEL    Use CONTROL_Y_FLAG instead of CONTROL_Y_TRAP.

MINE        Error message should not use DESIGNATE when player
            is not on a ship.

            You can lay mines one sector off of the south coast.
            But... no one knows where the mines go.

NATIONS     Use FORMAT_PLAYER.

            Show Titles and birthdate.

            Sort by age and then number.

            If there is not room for FORMAT_ISLAND, use
            only island number.

            Allow selection based upon nation name (or partial
            nation name).

            Show transfer penalty on single detail.

            Stop search when PLAYER.STATE = UNUSED.

            For individual nation query, show WAR_STATE table
            in a form which shows who their allies are, and
            who they are hostile or at war with.

NEWSMAN     Clean up spaces, provide for memos where attacker
            is unknown (subs, mines).

            Add the text "Unprovoked" if the nation being attacked
            is not hostile or at war with the attacker. This is
            somewhat problematic since a nation could change the
            status offered quite freely.  This may need to be
            accompanied by signifigant changes to the WAR_STATE_TYPE.

            Newsman blows up. (I can't recreate this)

            Report on the number of attacking aircraft lost.

POST        Change order of Date and From on first line.

            Allow post text to come from an Editor file.

            Allow for one line post.

PROMPT      Trap or prevent error when input line exceeds
            80 characters.

            Handle ON/OFF better.

RADAR       Use CONTROL_Y_FLAG not trap.

REPORT      Should always attempt to give naming rights,
            even if island is UNDISCOVERED.

RESOLUTION  New command, may PROPOSE, VOTE, VETO (Security
            Council only) LIST and SUMMARY.

SAIL        Terminate move when out of time (quit prompting).

            Submerged subs don't use time correctly.

SEA         Rust and sink message doesn't work if SEA was
            entered from land.

SERVICES    SCANNER of (D#F,S>9) causes stack dump.

            DAMAGE_SHIP should add to memo record based upon
            the owner of the ship vs THIS_PLAYER.

SHIP        Show ETA if course is set.

SIGNON      The transfer error message is issued when the
            too many nations error should be and visa versa.

            User must have IA capability to start new nation.

            New nations should appear in news.

SWEEP       The error message should not direct players to
            the DESIGNATE command is not on a ship.

VERSION     Correct formating of next batch launch.

            Total land area etc. should be shown as something
            other than zero prior to first CENSUS.

            Option to show stack size.

VISUAL      Control Y cometimes aborts, use CONTROL_Y_FLAG.

            BOARDER option should show nation #1 as "A" not "B".

            From SEA mode, the VISUAL MINES, or VISUAL BOARDER
            should display more information about the island
            terrain (water versis land) even if the
            viewer does not have rights to get onto the island.
            It should give no information on sector ownership.
            The logic is, you can get some of this information
            from the RADAR command.
VOTE        New command to elect 4 of the 7 security council
            members.  Election will be handled by CENSUS.

WORLD       Finish SHIP and FLEET options.
            SHIP option would show a letters for your ships
            within the defined REGION, similar to the RADAR
            command. FLEET would assign letters to fleets.
            A PAGE option would generate a formfeed similar to
            the PAGE option in RADAR.
