Better to give the credit to Milton Friedman. The Earned
income tax is based on the negative income tax, rebranded
and packaged into something politically acceptable, that
Friedman discussing in "Free to Choose", chapter Cradle
to Grave. I don't know if it was originally Friedman's. The
idea was around a long time in academic economics for a
long time before it was implemented.
