No, these symptoms are not familiar to me.  We have fixed several corner
cases where the telnet buffer pool fills up hanging all telnet but the
system still runs/works and three System Aborts SA1047, SA1482 & SA25 but no
cases of system hangs, halts and/or resource starvation issues.

The current General Release patch for Telnet on MPE/iX is PTDHDD8.

It sounds like a case of needing to install the GR patch and then catching a
memory dump should the failure be seen again.  Do you have specific evidence
that this is a telnet issue?
