I'm somewhat perplexed by this. The 5.5 Communicator states

   However, TTUTIL files cannot be used with network printers. If
   the above file equation is used, the ENV will be ignored.

At one site where I was involved in migrating serial Laserjets to network
printing, I found this to be the case. The environment files I had
carefully crafted years before using TTUTIL simply had no effect on the
printouts once the printers had been switched to the network. However, once
I moved all the appropriate escape sequences into flat files, everything
worked fine again.

If TTUTIL files work for you, then great, but it certainly goes contrary to
HP's published documentation, as well as my own experience. Keep this in
mind, if after some future OS upgrade you suddenly find that your reports
stop printing correctly.
