I  believe that you can setup a separate monitoring service in WIn2000,
that will stop and restart applications like webservers if they appear to
no longer respond.  Kind of an application "watch dog  trap".

Also several third parties offer tools that will read the NT log files and
extract events,  you could write some scripts to check the log files and
send emails out.
