Apache is just like any other batch job as far as user licensing is concerned.
Since it's not opening any terminals, it subtracts nothing from your remaining
available number of users.

CSY is aware that that Internet technologies are changing the way people use
their e3000s, but for now, the old one open terminal = one user model still
applies.
