It is happening. The outsourcing list:
Mexico controls the Southern Border
Columbia controls the DEA
Afghanistan the airports

BTW, the role of the UAE in terror isn't that clear.
2 of the Sept. 11, 2001 hijackers were from the UAE and funding for the 
terror plot originated from that country.

If it fails, more no-bid-contracts for Hallibuton and friends.
