"SITE POSIX ON" should override this strange behavior.

I will request the lab implement the functionality of "SITE POSIX ON"
acting on all files in a POSIX mode even if they are in a MPE group.

A number of folks expressed concern about "SITE POSIX ON" being the
default for all non-3000 inbound connections breaking their existing
command files.

In this implementation we were aware up front of this concern and
have build a configuration file "SETPARMS.ARPA.SYS" with an option
to specify "POSIX=OFF" as default.

With this file present, now FTP/iX Server operates the same as it
did in the past with out the SITE POSIX ON enhancement and of
course the FTP commands sent to the 3000 from a browser will not
function correctly.
