If you have a session on the console, a quick & dirty way to disable
input is to start an IF with a false conditional and not give the ENDIF,
like:

:IF !HPYEAR = 1998 THEN

Cursor up two lines, erase the "IF" and "*** Expression False", and the
terminal is effectively locked until someone types in "ENDIF".

This can also be used to mystify your fellow employees, if they are
foolish enough to leave their terminal unattended for a moment or two
