Seems to me that one would have to consider the impact across the entire
"population" of voters, and for that matter, non-voters who are registered
to vote. Also, this vote was before September 11th, and our contemplations
are after. Now, had we known that then...

That freeing Iraq is not the only issue or reason that anyone voted is a
much larger can of worms. But that may just be an infelicity in phrasing:
this is, in part, what their vote got them. Fortunately, this news comes out
just as refund checks come out as well. Shame we can't also hold elections
today, the first Thursday after April 15th.
