security 3000/file transfer problem

We use Vesoft's security 3000 to create menus for our users so that they don't have complete access to commands.  However, some of our users need to be able to transfer files back and forth to the HP.  When we try to do this, we get a message that says that it isn't connecting to the host.  I've tried going into the file transfer setup and putting a colon before the run pclink2 command, but it didn't help.  Does anyone have any suggestions on how to solve this?
