Assuming no private volumes and slt and full backup tapes -with 
directory - available (full backup using MPE STORE command):

1. mount slt tape in drive
2. BOOT ALT (assuming ALT path is set to path of tape drive)
3. INSTALL (after first setting primary path to path of LDEV 1)
4. after "end of load" (or such) message, BO PRI
5. START NORECOVERY
6. After system comes up, log on to MANAGER.SYS
7. VOLUTIL to add other disc drives to MPEXL_SYSTEM_VOLUME_SET
8. mount full backup tape in tape drive (assume ldev 7)
9. :OPENQ LP
10: OUTFENCE 14
11. :FILE T;DEV=7
12. :RESTORE *T;;DIRECTORY
13. remount tape
14. :RESTORE *T;/;SHOW=OFFLINE;KEEP;OLDDATE;CREATE;PARTDB;PROGRESS=5
15. upon completion, reboot with START NORECOVERY and all should be good again.
16. Retrieve backup listing and delete all users that were created as 
the result of the :CREATE option used in the restore command above.
