Richard,
Chances are you have an HTTPD server process (SON PROCESS) running
underneath the main HTTPD process that is in a tight CPU loop at a HIGHER
priority than the father. It is the FATHER's responsibility to abort but
it is not getting enough CPU time.

Altering the father process into the CQ should abort the apache job. There
is also a method for using the KILL command under the shell to just kill
the offending process while leaving the remainder of the batch job
running, but I find this method easier.
