You can use MPE/iX to create a newer, bigger file for you.

:COPY form,newform
:PURGE form
:BUILD form;REC=-256,1,F,ASCII;DISC=number;CODE=VFORM
:FCOPY FROM=newform;TO=form

Replace "form" with the name of your forms file (the "source", not 
the compiled form), "newform" with a good backup file name, and 
"number" with some number of records that is sufficiently larger than 
the current forms file EOF for your purposes.

Oh, and don't write in all CAPS.  It's considered rude by some.
