Steve posts good information.  Indeed, for power users, you could load up the memory on Windows 3.x and make use of it, however this was not the case for the vast majority of users.

Steve makes an excellent point about loading Windows 95 to the gills.  If you would, simply do a cntl-alt-del and look at the list of applications that are running.  I suspect you may not know what over half of them are doing.  You should see Explorer and your apps.  Too many people have monitors and other cute stuff running.  If you see icons in your system tray, just remember they usually represent an application running in the background.  It may look nice, but it costs.

As for cooperative 16-bit applications, my experience shows that they are not.  They hog the system for all it's worth.

All this to say that Windows 95 is a vast improvement over Windows 3.x.
