Being otherwise of sound mind, I asked Web Crawler to find info on
"Leap Second," and it obliged with several links, one being the "Time
Services Department" of the U.S. Naval Observatory

which in turn requires a link (!) to tell the whys and wherefores

The VERY thorough explanation basically says you're right. :)

The rest makes for interesting scanning, and definitely tells more than
I will ever be able to digest regarding the otherwise simple concept of
time. ;)
