You're not alone having been a little confused about those SWC...

From my understanding, on A-Class, there have been 3 "generations" of Web
Consoles:

1-First one was exactly the same as on older systems: An external web
console, connected in place of physical console.

2-The famous PCI Web Console card was installed in a PCI slot but just to
drain power from it.  It had two connectors on it: A lan port (afaik 10BT
only) and a serial port.  You needed to link the "3-in-one cable" console
port to PCI Web Console serial port so it was also connected in place of
physical console.

3-Latest Core I/O card (coming with PA-8700 systems) integrated Web Console
so it uses same physical connection and IP address than GSP-LAN.

As far as I know, N-Class system never used the PCI Web Console card so used
either version 1 or 3.
