autonomous Kurdish region  in the North, where the Iraqi government hadn't

 No; the "autonomous region" of "Kurdistan" which we were told was a model
 of successful democracy for the region. I very much doubt that the Kurds
 encouraged Al Qaida, they probably didn't know, but it isn't evidence for
 a link to the Saddam Hussein regime because its writ did not run
 in the area. The "no-fly" and "exclusion" zones kept his forces out.
