Where this inability may be due strictly to the size of the project compared
with the size of the staff, not to any lack of talent on the part of the
staff members themselves.  We have somewhere around 30 years worth of in-house
apps.  That's a lot to move with a staff who are plenty busy simply keeping up
with ongoing needs.
