Tim, to get my systems to skip the lower ldevs, we did the following:

      Number of non-nailed terminals    [  20]   NOT PAD terminals
      Starting Ldev number              [   0]
      Non-nailed profile             [TR10D96]


We did not change the non-nailed PAD connections.

I am not sure why this worked, but the lowest ldev which allows a virtual
terminal logon is in the mid 30s, the lowest changes on our different systems.
