Don't mean to be picky, but ....

Telnet terminal access does NOT require NS 
services to be up - only NETCONTROL and properly configured JINETD daemon.

VTMGR terminal access, however, DOES require NS 
services to be up - as well as NETCONTROL, but NOT JINETD.
