IIRC...

An Orbit STORE with the ";DIRECTORY" option now stores the directory
information at the beginning of the tape in standard HP store format. Along
with the files required to run the rest of an Orbit RESTORE. This allows the
building of the directories before Orbit Backup/iX is on the system.

The usual method for a full system reload from an Orbit Backup/iX tape is.

From MPE (standard MPE RESTORE). (If you just did an SLT install this must
be from MANAGER.SYS).
:FILE T;DEV=DTAPE
:RESTORE *T;@[log in to unmask]@;DIRECTORY;SHOW;OLDDATE

Then one gets everything else with an Orbit RESTORE.
RUN BACKUPPL.PUB.ORBIT
>RESTORE *T;@[log in to unmask]@;SHOW;OLDDATE

Or actually if this is a full system restore it is usually suggested one
restore the SYS account first then the rest.
RUN BACKUPPL.PUB.ORBIT
>RESTORE *T;@[log in to unmask];SHOW;OLDDATE
>RESTORE *T;@[log in to unmask]@ [log in to unmask]@.SYS;SHOW;OLDDATE
