By definition, temporary files - ie, those that reside in the "TEMP"
domain - are owned by the user that created them.
Files in the TEMP domain are automatically purged upon session/job
termination - unless SAVE'd to the PERManent domain.
So it's not really possible to access temporary files outside the
scope of one's own job/session - notwithstanding use of PM and access
to system tables.
And, if the job/session was able to create a temporary file across
groups and/or accounts, then that job/session could certainly purge them.
Incidentally, a newly-created file always starts life in the NEW
domain. Only upon first closing the newly-created file does its life
as a TEMPorary, PERManent, or indeed DELeted file get established -
or terminated in the case of files closed with the DEL disposition.
You really don't need to do anything special to "whack" temporary
files. They'll automatically be deleted upon job or session termination.
