I'm now up.
A possible "what happened":

after coming up from an INSTALL and START NORECOVERY,
I restored @.PUB.SYS;olddate;keep,
   possible restoring the file JOBQFILE which would not match the current
JOBQ settings (none).
I was rebooting with START RECOVERY and always hanging.
I finally did START NORECOVERY and all came up well.
