Hmmm, that depends on where he lives and where he needs to commute to work.
Someplace like Houston in June-September might be brutal; some place like
Minnesota may be cold in September to May.  Some place like Chicago,
Baltimore or Washington, DC may be simply too dangerous what with all the
high-speed lead flying around.

 There is this new technology that has practically zero emissions, with a
whole lot of side benefits. 
 
 Increased Fitness
 Weight Loss
 Stress Reduction
 Heart Benefits
 
 And since you are only commuting 4 miles, I doubt it will add that much
time to your commute.
 
 This new technology might be hard for you to pick up, but once you got in
down, it's impossible to forget.  
 
 It's called a bicycle. 
 
You should try it, you might like it.
