There is program called txt2pdf by Sanface Software that I got to work 
on my HP3000 20 years ago.

It just needed to perl on the HP3000.

While still open source it isn't free, cost me $100 bucks back then.  I 
think it is $150 now.  (The money gets rid of the software attribution 
on each page of output.)

A search for "txt2pdf" and "sanface" puts it at the top of the list in 
Duck Duck Go.

To weed the carriage control out in spool files, I had to run them 
through sf2html (by Beechglen) first.
