Is the SPL compiler still available for purchase?

Does anyone know if the SPL compiler (CM) is available for purchase with a
new machine?

If SPL is not available for purchase, is it like BASIC/V and available as
freeware?

I know SPLASH! is available and would use it as well, but would need the
SPL compiler to create some SL files (CM) for use with BASIC.
