Yes, DTC with OV & DTCMGR will do this... In my case I don't have and am not
looking for a DTC/DTCMGR based solution.

Won't a DTC do this (with DTC manager controlling it)?
Never done this but have heard of people using a loopback between two
DTC ports to create a makeshift remote console (telnet to the port,
which then feeds a host port).
