Problem resolved, but some interesting details

 - A reload in May did not bring back any POSIX files
 - INETD needs the link file /etc/inetd.conf to link to INETDCNF.NET.SYS
 - restore of about five files from a FOS tape and streaming a job got POSIX back
 - running INETD.NET -c forces it to re-examine the conf file (thx Steven Ritenour)
 - but ...

it still did not work!!

The further problem was quite interesting. When the POSIX files were recreated, a link file /etc/inted.conf was created (not inetd) so the file was still not there! Renaming (mv) the file followed by the -c execution got it working, but it was interesting
