As the one who asked the question, I'll answer this one.

I think this question is relevant now, since the board has done something that
is obviously divisive, and objected to by a vocal (and potentially significant)
percentage of the membership.  Besides, that I would expect every democratic
organization to have a mechanism for "grass-roots" intitiatives.
Since the Board are our elected representatives, not the owners of the organization,
they should not have total, absolute control of it's operation (that is opinion, but
I think common sense).
Since there is some question as to the true preference of the entire membership
on this subject, I think it warrants a second discussion.
