Joe,
The originating system is evaluating the HPLASTJOB variable *before*
executing the command. Therefore the value of HPLASTJOB from the originating
system (which is empty) is what you are using for your ALTJOB.
This should work just fine:
:remote altjob job=!![hplastjob];inpri=8
